The Senate has passed a $105 billion bill designed to improve safety and customer service for air travelers, a day before the law governing the Federal Aviation Administration expires. Mortgage rates fell for the first time since March on news that the economy is cooling down. The average rate on the 30-year fixed-rate mortgage fell to 7.03% in the week ending May 9, according to rates provided to NerdWallet by Zillow.
